Winnsboro Louisiana & Franklin Parish: Area History

declared Winnsboro to be one of the most patriotic cities in America

Desoto was probably the first white man to view what is now Franklin Parish. Franklin Parish had its birth by way of an accident on the Little Boeuf River over 100 years ago. Two keelboats laden with machinery ran aground. The machine in one was said to be able to gin 4 bales of cotton a day.

In the other was a huge iron and steel machine that supposedly could cut more cypress boards in one day than 50 men. After trying to free the boats from the sandbar, the boatmen decided to pitch their camp on the banks of the Little Boeuf River. This camp became a rapidly growing settlement.

Franklin Parish was created in 1843 from portions of Ouachita, Catahoula and Madison parishes through the efforts of Senator John Winn. The parish was named "Franklin" in honor of Benjamin Franklin. Land for a centrally located parish seat, Winnsborough (later Winnsboro), was purchased in 1844 and designated the parish seat in 1846. It was incorporated in 1902 by Governor William Wright Heard. The first telephone came to Winnsboro in 1905, electricity in 1914, and water and sewer service in 1923.
