Winnsboro, the seat of Franklin Parish, is a regional commerce hub in northeastern Louisiana. In 1991 Governor Buddy Roemer presented a proclamation that declared Winnsboro to be one of the most patriotic cities in America. On Memorial Day, July 4th, Veteran's Day, Labor Day and other special occasions, approximately 350 American flags fly proudly along State Highway 15.
   
We are also served by State Highways 17, 864 and 865, and are strategically serve the tri-state market region. We are the geographical and commercial center of the parish.

Winnsboro is in an area of unlimited outdoor recreation. There are 12 parks in Franklin Parish including Landis Memorial Park, West Winnsboro Recreational Park, Davis Park and Civitan Park. These parks offer softball, baseball, basketball, tennis, soccer, cricket, hiking and camping. The Franklin Parish Memorial Park is dedicated to all veterans with connections to Franklin Parish.
